ConstitutionANGLING CLUB RULES.1. Name and Address. The name of the club shall be ‘THE SOUTH YORKSHIRE POLICE ANGLING CLUB’ [hereinafter referred to as ‘THE CLUB’] and the Clubs headquarters will be the South Yorkshire Police Sports & Social Club PLC, Niagara Club, Niagara Road, Wadsley Bridge, Sheffield, S6 1LU. 2. Objects. The objects of the Club shall be to encourage good fellowship amongst its members by providing facilities where all members and their guests can enjoy angling. In the furtherance of angling, club nights and other activities may be arranged to suite the needs of the membership. 3. Membership. There will be four categories of membership:- [1] Ordinary Members. Will be ordinary and life members of the South Yorkshire Police Sports & Social Club Plc, accepted by the Club Management Committee upon the payment of the initial joining fee. [2] Associate Members. Will be fit and proper persons introduced to the club on the recommendation of at least one member of the Club. The number of associate members shall be determined by the Management Committee and proportionate to the number of ordinary members and the facilities available. Associate membership will be granted upon approval by the Club Management Committee and payment of the initial fee. [3] Honorary Life Members. Any member, who in the opinion of the Committee, has made a significant contribution to the running and/or development of The Club over a considerable period, or any other person, the Committee considers has been an invaluable supporter. The granting of Honorary Life Membership shall be ratified at the Annual General Meeting of The Club. [4] Junior Members (1) Will be persons aged between 12 and 16 years accepted by the Management Committee, with the consent of his/her parent or guardian and introduced to the Club on the recommendation of at least one member of the Club. On acceptance the joining fee will be due. (2) When a junior member attains the age of 17 years he/she will be eligible to join the Club as an Associate Member without payment of the initial one off joining fee or any further recommendation. (3) Junior membership will apply to a person over the age of 16 years as long as he/she remains in full time education up to the age of 23 years. (4) Members children [including grand children/nephews/nieces] under the age of 12 years may fish club waters free of charge provided they are accompanied by an adult member of the Club at all times who will be responsible for them." 4. Conduct of Members. If the Management Committee considers that any member’s conduct is contrary to the interests of the Club and injurious to its reputation, they may terminate or suspend that person’s membership. No refund in whole or in part of the annual subscription fee will be made. 5. Resignation. Any member wishing to resign from the Club, shall give notice in writing to the Club Secretary and return his/her membership card to the Club Secretary forthwith. 6. Management. The Officials of The Club shall be: Chairman. Secretary. Treasurer. Each shall be elected annually at the Annual General Meeting, after being duly proposed and seconded by an ordinary or associate member. The following supporting officials may be elected annually at the Annual General Meeting, following a recommendation by The Club Committee that the demands of the club are such that all or any one of the positions are necessary to enable to efficient running of the Club for the forth-coming year. Vice Chairman. Assistant Secretary. Assistant Treasurer. 7. Management Committee. The Club shall be managed outside the Annual General Meeting by a Management Committee consisting of the officers stated at Rule 6 and up to a maximum of nine ordinary or associate members. The Management Committee shall be responsible for furthering the objects of the club. It shall be responsible on behalf of the club for securing and maintaining waters and maintenance of The Clubs equipment. Meetings of the Management Committee shall be called by the Secretary as and when necessary to deal with matters awaiting consideration. A quorum for meetings will be 6 (six). 8. Special Committees. May be formed by the Management Committee as and when necessary. 9. Emergency Committee. The Emergency Committee shall consist of two of the following: - (a) Chairman. (b) Club Secretary. (c) Treasurer. AND (d) One other elected member of the management committee. This emergency committee has the delegated authority of the Management Committee to authorise expenditure and shall have the power to deal with all matters it considers urgent or expedient and its decisions shall be binding on The Club until the next meeting of the Management Committee, to whom it shall report any action taken. 10. Annual General Meeting. The Annual General Meeting shall be held each calendar year. The Club Secretary will ensure that the date is published and circulated at least 28 clear days prior to the meeting. Items of business, which need to be included on the Agenda, must be submitted to the Club Secretary at least 21 days prior to the meeting. A copy of the Agenda will be circulated. No business shall be discussed unless it appears on the Agenda. Voting at the Annual General Meeting shall be confined to Ordinary and Associate members. Twenty-five shall comprise a quorum. 11. Special General Meeting. The Management Committee may at any time summon a Special General Meeting upon notice being given in the manner described for the Annual General Meeting. Similarly, all members entitled to vote at a General Meeting shall be entitled to summon a Special General Meeting if not less than 25 join together to do so and notify their requirements and reasons in writing to the Club Secretary who shall effect publication in the manner described in Rule 10. Voting shall be confined to Ordinary and Associate Members. A quorum shall be 25. 12. Finance. (1) All monies received by the Club Treasurer shall be paid as soon as possible into a bank account approved by the Management Committee. The account shall be registered in the name of The Club. No money shall be withdrawn from the bank except by cheque or authority signed by any two of the following:- The Chairman, Secretary or Treasurer. The Treasurer is authorised to conduct transactions relating to the account by means of Internet Banking. All receipts and expenditure shall so far as reasonably practicable be brought into the Banking Account. The treasurer will produce accounts for the Annual General meeting. (2) The annual subscription for ordinary and associate members shall be fixed at the Annual General Meeting and should be paid to the Club Treasurer within 28 days of that Meeting. (3) At the discretion of the Management Committee an honorarium, gratuity or payment may be made to any member of the Club committing time as an official, providing a service or carrying out work on the Club’s behalf. (4) No gratuity or honorarium shall be paid to any person without the approval of the Management Committee of the Angling Club. 13. Club Property. Any member willfully or negligently damaging the property of the Club, shall where the property is under the control of the Management Committee, make good the same to the satisfaction of that Committee. All fish in Club waters are the property of The Club and/or the landowner. Any member found removing fish from club waters without authority or willfully damaging fish in club waters will be expelled from The Club forthwith. 14. Guests. Members may take guests to Club waters in accordance with policy set by the Management Committee. Members must accompany their guests at all times and will be held responsible for the conduct of their guests. The Management Committee may withdraw the right of a member to take a guest to club waters, where abuse of the procedure or misconduct is established. 15. Management of Club Waters. The Management Committee shall have the authority to effectively manage club waters, including the power to restrict access where appropriate. From time to time the committee will publish rules governing fishing at all club waters or rules specific to a particular water or type of fishing. 16. Amendment to Rules. No amendment shall take place except at an Annual General or a Special General Meeting and then only with a majority of two thirds of members present at the meeting. Such proposals shall be proposed and seconded and notified to the Secretary in writing at least 21 clear days prior to the meeting. 17. Dissolution. The Club may at any time be dissolved on the recommendation of not less then two thirds of the members of The Club present at an Annual General or Special General Meeting of The Club, properly convened in accordance with Rules 10 & 11. Any funds outstanding at dissolution will be paid to the parent Club, The South Yorkshire Police Sports and Social Club PLC. [07.04.2004] [Amended AGM 08.03.2006] |
